Note to the Secretary-General: Report on Visit to Democratic People's Republic of Korea (North Korea)

Mr Sergio Vieira de Mello briefs UN Secretary-General Kofi Annan of the ROK fears of "germs of democracy, its opening to the "Four-Party Talks" and the uncertainties surrounding the expansion of nuclear programs by North Korea due its deep financial crisis. Mello supports that President Kim Dae Jung fully supports UN efforts to provide Humanitarian assistance in the region and the rehabilitation of agro-industrial facilities as types of assistance
