In the wake of the terrorist attacks and bombings against United Nations Headquarters in Iraq, on August 19, 2003, UN Secretary-General Kofi Annan writes to all Permanent Representations to the United Nations to underline the need to enhance the protection provided to those who serve the United Nations, especially the staff sent on risky missions. He also urges all Member States to uphold the adoption of Security Council resolution 1502 ( 2003) of 26 August 2003 of the protection of humanitarian personnel and United Nations and its associated personnel, to accede, sign and ratify the 1994 Convention on the Safety of the United Nations and Associated Personnel.
