Description
In this note, UN Deputy SG in charge of Political Affairs Kieran Prendergast suggested to the UN SG Kofi Annan to consider two emerging subjects (such as the rule of law and a global partnership for development) in his Speech at the UN General Assembly of September 2004. According to Mr Prendergast, the last subject named "a global partnership for development" would cover goal 8 of the MDGs but admitted the slight preference to the rule of law's subject.
