Jean-Marie Guehenno replies to the UN SG's handwritten note of 25 July 2003 tin regards to the establishment of a STOP programme at the United Nations, proposed by Celhia De Lavarene intending the fight against human trafficking. Mr Guehenno recalls the controversy surrounding the the creation of STOP Programme in Bosnia Herzegovina in 2001 and advises from Peacekeeping Best Practice Unit ( PBPU).
