Mr Ralph Zacklin submits, for the approval and signature of the UN Secretary-General Kofi Annan a letter replying the Secretary-General of the International Seabed Authority (ISA) as authorized by General Assembly resolution 52/166 of 15 December 1997 extending the competence of the United Nations Administrative Tribunal to any other treaty-based international organization or entity with same subject in regards to the International Court of Justice and International Tribunal for the Law of the Sea.
