Kofi Annan requested Kenzo Oshima to draft a statement to enable him to focus greater world attention on the rising number of deaths of humanitarian workers in crisis areas through unprovoked attacks by various parties. They will do so by recommending that the SG announce 24-hour moratorium on all but life-saving assistance in Sudan and the Democratic Republic of the Congo.
