Note: Handwritten note by Kofi Annan: "Many thanks for bringing the report to my attention. Your office can serve as the point of contact in the UN for religion and NGOs. But I need to have a greater clarity on how we deal with NGOs. Who is responsible for non-religious NGOs[?]. [not clear] we make the distinction? Do prepare a TOR [terms of reference] note.
