This is a note regarding the two topics that will be used by the High Level Panel team to the Security Council.

Note: Handwritten note by Kofi Annan: "I have spoken with KP(Kieran Prendergast) and whilst I agree with the proposed topics I understand that some in the council may have reservations. I have suggested an additional topic to KP. That is the review of the council's procedures and practices to render it more transparent and illegible. KA"
