Mr Ralph Zacklin, Assistant Secretary-General for Legal Affairs brought to the attention of Mr Iqbal Riza, Chef de Cabinet the potential challenges to the UN Charter with the ambitions of the UN Security Council to decide on sanctions against Libya before the decision of the General Assembly.
